In October of 2023, the Newark Police Department grant proposal was selected to receive the Board of State and Community Corrections (BSCC) grant funding of a Medium Scope project in the amount of $986,444.00 that assists the city in addressing the increase in catalytic converter and motor vehicle theft.

ABOUT THE PROGRAM

Newark Vehicle & Accessory Theft Prevention Program

The State Budget Act of 2022 (Senate Bill 154, Chapter 43, Statutes of 2022) established the Organized Retail Theft (ORT) Prevention Grant Program. Funding is available to California city police departments, sheriff departments, and probation departments to support local law enforcement agencies in preventing and responding to organized retail theft, motor vehicle or motor vehicle accessory theft, or cargo theft.

 

Total efforts will include an increased use of technology, District Attorney’s Office collaboration, a catalytic converter identification system with outreach prioritized to victims, and a social media campaign to raise program awareness. The program aims to increase the number of cases sent for prosecution, reduce vehicle and accessory theft, and improve community satisfaction of public safety services.

HOW WE PREVENT THEFT

The Newark Vehicle and Accessory Theft Prevention Program (NVATPP) leverages the following technology and community partnerships to provide comprehensive, evidence-based public safety services to prevent vehicle and accessory theft: 

CATALYTIC CONVERTER LABELING

Community partners Fremont Ford and the Mission Valley Regional Occupation Program (MVROP) automotive school are set up to apply a Catalytic Converter Label Identification (CCLI) for our community free of charge. The Newark Police Department is developing a localized CCLI database to prevent theft and to provide a unique investigative tool.   • We are leveraging our Neighborhood Watch and Merchant Watch partnerships to communicate Safety Tips and Crime Prevention Through Environmental Design (CPTED) recommendations

  • Online and in-person marketing to publicize NVATPP to deter motor vehicle and accessory theft while raising awareness and encouraging reporting.

  • Additional automated license plate reader (ALPR) technology has been installed at city entrances.

  • In-car cameras with ALPR technology systems have been installed in police patrol vehicles.

  • Mobile Community pole cameras are regularly rotated in commercial areas to deter crime and as an investigative asset.

  • Speed trailer equipped with ALPR technology are deployed in the community according to crime analysis information.

  • A NVATPP branded vehicle was procured for trailer deployments, catalytic converter labeling appointments, and community outreach events.

  • Cal State University East Bay’s Forensic Science Research Center and its researchers support the grant requirements for data collection, reporting, and evaluation to ensure objective and impartial evaluations.
